Founded by refugees in 1976, The Immigrant and Refugee Community Organization (IRCO) has grown to become the largest community-based organization in Oregon led by immigrants and refugees providing regional culturally specific core services. Their mission is to promote the integration of refugees, immigrants, and the community at large into a self-sufficient, healthy and inclusive multi-ethnic society. 

Many immigrant and refugee families come to the United States unaware of our school system and the importance of having their young children ready for success.  With many challenges and obstacles already on their plate, finding a preschool that also is culturally relevant for them and that will prepare their children to enter the school system is almost impossible. 

The Early Beginnings Preschool on Glisan will be IRCO’s first permanent preschool facility, designed to meet the needs of immigrant and refugee children and families. It is in the Montavilla neighborhood in Portland and co-located with IRCO’s new 137-unit affordable housing development. The new center will serve 40 children each day from ages 3-4, in 2 classrooms. It will also have two playgrounds for outdoor play and activities and a community garden. Additionally, through the Early Beginnings Preschool, IRCO will create workforce development opportunities for Portland immigrant and refugee families. IRCO expects to serve up to 150 individuals (job seekers, parents/caregivers, and children) per year. Additionally, by linking the Early Beginnings Preschool to the adjacent housing facility, there will be an array of wraparound supports for the residents, families, and surrounding communities.
